Ministry of transport promotes the application of batteries and renewable energy on ships

   Cao Desheng, director of the maritime administration of the Ministry of transport, said recently at a press conference of the State Council Information Office that the Ministry of transport will promote the application of batteries, clean fuels and renewable energy on ships, actively build a green shipping maritime governance demonstration zone, guide ships to use clean, green and low-carbon energy, and promote institutional and technical emission reduction.

  At the meeting, Cao Desheng introduced the relevant work of ship air pollution prevention and control. He said that the Ministry of transport has successively issued the "implementation plan for the emission control area of air pollutants from ships" and "implementation plan for the 2020 global shipping fuel sulfur limit order", which will promote the implementation of the relevant requirements for the prevention and control of atmospheric pollution from ships by improving the management system, strengthening the monitoring and supervision, and promoting the fuel supply.

 

  Cao Desheng said that the Ministry of transport has further improved the monitoring and supervision system. The "guidelines for the supervision and administration of air pollution emissions from ships" will be issued to guide maritime administrations at all levels to supervise and inspect the quality of marine fuel oil for berthing ships, and to investigate and deal with ships using unqualified fuel oil in accordance with laws and regulations.

 

  At the same time, we have strived for financial support, set up special funds for ship anti pollution detection, completed the engineering construction of fast detection equipment for sulfur content of marine fuel in the national maritime system, allocated fast detection equipment for fuel for grass-roots maritime management organizations, and promoted the supply guarantee of low sulfur fuel for ships.

 

  "After the implementation of the global policy of mandatory use of low sulfur oil, there are some problems in the supply of low sulfur oil, especially in the production of low sulfur oil in my family. It is difficult to be guaranteed without the support of fiscal and tax policies in a certain period of time. Therefore, we have promoted relevant work in this regard and implemented specific tax rebate measures." Cao Desheng said that the Ministry of transport has promoted relevant departments to implement the export tax rebate policy for fuel oil filled by international shipping ships in China's coastal ports; We should actively implement the "Internet plus regulation" and run the national unified fuel reporting information system on line. At the same time, we should protect the legitimate rights and interests of shipping enterprises.

 

  In addition, we should strengthen the supervision of the use of marine exhaust after-treatment devices and the use of clean energy. We will implement the plan of special rectification and long-term mechanism for the prominent pollution problems of ships and ports in the Yangtze River economic belt, and vigorously promote the use of shore power by ships in accordance with laws and regulations“ After berthing, ships no longer use generators to generate electricity, but directly connect to shore power. In fact, the source of air pollution caused by ships is cut off. " Cao Desheng said.

 

  Cao Desheng said that in the next step, the Ministry of transport will continue to strengthen the capacity-building of monitoring and supervision, strictly implement relevant regulations and policies on ship air pollution emissions, improve the collection mechanism of ship energy consumption data, adapt to the development of new water related business technology, promote the application of batteries, clean fuels and renewable energy on ships, and actively build a green shipping maritime governance demonstration area, Guide ships to use clean, green and low-carbon energy, and promote institutional and technical emission reduction.
